Improving Transportation Options
Justin brings a record of professional experience and legislative acumen to help Alexandrians navigate our growing region’s notorious traffic congestion. He is a strong proponent of intelligent planning, expanding public transportation, and encouraging other non-vehicular solutions to improve mobility and sustainable growth.
Justin commutes to D.C. daily by either transit or bicycle, so he recognizes the critical connection between land-use policy and transportation policy. He has been an unrelenting advocate for development that complements the region’s existing transit infrastructure, not confounds it—whether it is reviving the dream of a Metrorail station at Potomac Yard, supporting the Braddock Road Metro Plan, seeking better integration of transit in a future redevelopment of Landmark Mall, working to expand the DASH bus system, or laying out the vision of a new Metrorail station in Eisenhower Valley.
Justin believes the time has come to finish the job and build Metro to support the growth at Potomac Yard. He will also seek new transit solutions for the traffic challenges looming in the West End and the Center of the City.
Investing in Our Community
Justin knows from his experience with the City that the primary challenge of the next City Council will be to protect our fiscal health. As your next Councilman, he will work to ensure that Alexandria is a place where thriving commerce and effective government create an economic dynamic that makes the City a leader in the region’s recovery.
During his first term on City Council, Justin helped pass some of the most fiscally restrained budgets in Northern Virginia. The budgets shrank spending, while still making significant investments in our Fire Department, early childhood education, economic development, and land-use planning.
Justin was a leader in these efforts, building consensus with other colleagues in an effort to implement creative solutions to some of the most daunting budget challenges in decades. The fiscal environment is as challenging as ever today. When he is returned to Council, Justin will leverage that leadership experience to write fiscally responsible City budgets that protect vital community services.
Investing in Our Children
Justin is the father of a child in the Alexandria City Public Schools, with his second child starting school soon. He knows the children of our community are Alexandria’s lasting legacy. We must take additional steps to ensure every child arrives in kindergarten ready to learn and every student leaves T.C. Williams with the skills necessary to succeed in the 21st Century global economy. It is critical that we provide excellent education from preschool to high school so we can attract young families to our neighborhoods and encourage them to stay as their children progress through our schools.
We must also nurture the physical development of our children. That means more and better tot-lots, playgrounds, playing fields, and recreation centers.
Promoting Effective Government
Justin spent his first term on City Council working relentlessly to improve the way the City itself does business. He pushed for greater transparency in our land-use proceedings. He worked to increase turnover on our City Boards and Commissions so that new voices were given a chance to be heard in our civic life. He also successfully championed a move of our local elections from May to November to facilitate increased turnout and civic participation for all Alexandrians.
